"WASHINGTON - The government is reviewing an Australian program that will allow Internet service providers to alert customers if their computers are taken over by hackers and could limit online access if people don't fix the problem."

On the surface this might sound to some people like a good idea... and certainly the idea of ISP's alerting you when there is a bot on your machine is good. But involving FEDGOV?
FEDGOV and social programs is like the old saying from some chip company... 'Bet ya can't eat just one!'
Now I sure as heck don't need help from

to keep my computer clean... but sure, maybe some people do need help from someone. So I think a program to find and repair infected machines is a good idea. But why is the FEDGOV getting involved in this? There are already some commercial software offerings, as well as the many free programs you can put on your machine or run from the net to do this for you.
But the fact is, for various reasons many people don't. So the ISP's should get involved. The ISP's should step up and say, 'sorry, you are infected, you aren't allowed to spread that around... But here's how to fix it...'. After all aren't happy, paying customers a good thing? And I don't buy that 'not technically feasible', to me that's just doublespeak for 'We don't want to spend money, the people will pay their bill whether they are infected or not'.
But FEDGOV dictating to ISPs how to do business isn't right either. There is always another agenda going on when FEDGOV grabs a power that, constitutionally, belongs to individuals, business, local gov or the states. Just look at what is going on with obamaCare, the USA PATRIOT Act, or ClimateGate.
This is just another power grab wrapped in socialism. Where will it end? Will it take an Article V Convention to return power to where it belongs?
